If you're interested in importing Shiina Ringo's works, I have personally used and can recommend the vendors below (all three ship internationally).

In addition to importing CDs, Shiina Ringo has started releasing singles internationally via iTunes. Although not in every market, many -- including the UK -- now carry her music.
